Executive Councils and District Divisions
Executive Councils
Several committees and advisory council report to the Chancellor’s Executive Council (CEC) of vice chancellors and presidents. Their charge is to assist the Chancellor, Vice Chancellors and Presidents with the management and operations of the district. Councils’ memberships include faculty and staff from the colleges and district office:
• Capital Development Advisory Council (CDAC)
• Diversity Advisory Council (DAC)
• Financial Advisory Council (FAC)
• Information Technology Advisory Council (ITAC)
• Maricopa Integrated Risk Assessment (MIRA)
• Strategic Planning Advisory Council (SPAC)
Capital Development Advisory Council – is responsible to review and approve capital development projects and to approve guidelines for the administration and management of such projects in the district.
Diversity Advisory Council (DAC) – makes recommendations and promotes activities that support and actualize the Board’s Diversity goal. DAC addresses this goal through identifying training opportunities; disseminating information; promoting shared understanding of diversity, inclusiveness and college/district culture and climate; and reviewing of policies and procedures).
Financial Advisory Council - is responsible to coordinate the supervision of all district-wide budgeting processes and to make recommendations to the CEC regarding budget related matters. The Council seeks to develop flexibility and optimal use of resources through - using planning tools that continue to position the district in a financially stable mode, promoting financial accountability throughout the district, and facilitating a resource allocation process guided by district vision, mission, and values.
Information Technology Advisory Council (ITAC) – is responsible for receiving technology project requests, identifying priorities and allocating funding support for bond-related projects. The Council also seeks to engage in strategic planning for technology, promote standards for technology/use, and to support projects that are in line with technology vision and changing standards, to facilitate the district Vision and mission.
Maricopa Integrated Risk Assessment – strives to embed risk assessment and management into the district’s daily operations so as to minimize exposure to fortuitous loss to the district, employees, students and visitors, and to eliminate the unanticipated financial impact of losses. MIRA also serves as resource to the district in general risk management (risk identification, control and financing) and other areas such as loss prevention and control, claims, insurance and contractual transfer.
Strategic Planning Advisory Council – coordinates district-wide strategic planning which is anticipating trends that may affect us and determining strategies that may help to achieve the institution’s goals and objectives. MCCCD uses the planning framework to advance the district’s mission, vision and goals, having each of the colleges/units taking action to better meet the needs of students and the internal and external communities. Through this process, the Council advances district and college missions, visions and goals to serve students and the internal and external community.

Academic and Student Affairs
The Academic and Student Affairs Division has the critical role in providing leadership and support of the District’s core mission of learning and instruction and student affairs - achieving student success, one student at a time.

Business Services
The Business Services Division has broad responsibility for financial planning, budget and management of resources.
District Office Building Support Services
Financial Advisory Council - is responsible to coordinate the supervision of all district-wide budgeting processes and to make recommendations to the CEC regarding budget related matters.
Financial Planning and Development - The Office responsibilities include development and management of annual district-wide budget, long term financial plans and forecasts, revenues and expenditures forecast, budget schedules and reporting, tuition and fees schedules, debt service and bond planning issues, cost studies and policy analyses, revenues and expenditures forecast, property tax levy calculation, and ongoing assessment of District financial needs and resources.
Financial Plans - The Budget Office prepares a Financial Plan for the district each year.
Adopted Budgets - MCCCD operates on a fiscal year - July 1st through June 30th. In June, the Governing Board adopts the budget which includes information on revenue and expenditures, budgeted positions and the combined tax rate.
Funding Sources
Financial support for the district comes from three major sources, county property taxes, state aid, and tuition and fees.
Adopted Student Tuition and Fees
Expenditures - Operating expenses: Instruction, Institutional Support, Auxiliary Enterprises, Student Services, Academic Support, Operation and Maintenance of Plant/Facilities, Depreciation, Interest expense on debt, Public Service and Scholarships.
Meet and Confer - The District has a process for Meet and Confer Agreements and the impact on salary benefits costs by employee group.
Financial Services and Controller - This district office provides accountability of public funds and other assets entrusted to MCCCD. prehensive Annual Financial Report is one example of a critical service to the District.
Internal Audit and Management Advisory Management Services (IAMAS) - The District Audit Office seeks to ensure the effective and efficient use of district resources, operations and stewardship of assets.

Purchasing Department - The Department provides a one-stop location for all district purchasing needs.
Office of Institutional Effectiveness (IE) - The IE Office provides information and analysis services and information access services.
Capital Development Advisory Council – is responsible to review and approve capital development projects and to approve guidelines for the administration and management of such projects in the district. This Council is supported by the Office of Facilities Planning and Development.
Facilities Planning and Development - Facilities Planning and Development (FPD) serves as a District-wide resource for capital planning, development and facilities maintenance in support of Maricopa’s mission.
Human Resources Planning - The Division oversees several broad areas, employment and employee groups, compensation, employee relations, and employee and organizational development. Several of these areas are briefly highlighted here. For more detailed information, please see their website.

Each employee group, in lieu of written contracts, addresses key issues in its own written policy manual, which outlines the common issues that are developed to meet the special requirement of their group. Some groups participate in Meet and Confer or Collaborative Policy Development to develop the requirements and conditions of their group’s policy manual with the Board..

The Employee and Organizational Development (EOD) - The department seeks to provide programs and workshops that build employees ‘ knowledge, skills and abilities to meet the current as well as future needs of our institution.
Constituency Groups and Advisory Committees - In addition to Employee Groups, the District has a number of groups that offer advice and various types of support and assistance to the district. They provide voluntary service to support the District Mission and the Chancellor’s Vision.

Constituency Groups for MCCCD seek to advise the district of various educational and or employment issues and needs for their particular communities.
Chancellor’s Community Advisory Groups - Shortly after Dr. Rufus Glasper became Chancellor in September, 2003, he authorized the establishment of the following Community Advisory Committees to obtain their candid counsel and input concerning the role they play and can play in the greater Phoenix area.
Information Technology Services
The Division of Information Technology Services provides leadership and support for technology services for the district.
Information Technology Advisory Council (ITAC) – is responsible for receiving technology project requests, identifying priorities and allocating funding support for bond-related projects. The Council also seeks to engage in strategic planning for technology, promote standards for technology/use, and to support projects that are in line with technology vision and changing standards to facilitate the district Vision and mission.
The Technology Leadership Council (TLC) - This is an operational network of college representatives along with district office technology staff to support and implement the ITAC vision, technology standards, etc. The TLC also provides input to ITAC about proposed technical initiatives.
Constitutional and Legal Mandates Related to Technology
The District provides its employees and students wide access to information and technologies for educational purposes. As a result, all users are required to observe Constitutional and other legal mandates aimed at safeguarding district equipment, networks, data and software that are acquired and maintained with public funds. These include copyright, software, technology standards, acceptable use of resources, complaint procedure for technology misuse and email.
Legal Services
The Legal Services Department provides legal counsel to the Maricopa County Community College District which includes the 10 community colleges such as Business and Contract Law, Civil Rights, College Safety, Employment Issues, FERPA and college records, Harassment, Information Technology, Intellectual Property, Public Records, and Risk Management.
The Department also houses the Maricopa Governance Office and the Risk Management Office. The Governance Office works closely with the Governing Board to support the Governance Model approach and to maintain the Administrative Regulations. The Assistant to the Governing Board maintains the Governance Policies.
The Risk Management Office provides staff support for the MIRA Committee.
MIRA reflects the Chancellor’s interest in assessing and managing risks and opportunities in our daily operations of the colleges, units and the district as a whole.
It is an initiative to expand beyond traditional risk management to a broad enterprise wide risk management system of thinking and acting. For information on Risk Assessment tool
Public Affairs
The Division of Public Affairs works to build relationships with various constituencies and serves as the point of access for the many groups served by the Maricopa Community Colleges.
