What is MIRA?

The Maricopa Integrated Risk Assessment (MIRA) is a project that embraces a wider view of risk called Enterprise Risk Management (ERM). ERM enables employees to collaboratively identify, assess and manage future risks and opportunities.

In March 2000, the Governing Board of the Maricopa County Community College District (MCCCD) with support from the Chancellor and the Chancellor's Executive Council (CEC) officially approved MIRA. In October 2003, Dr. Rufus Glasper, MCCCD Chancellor, assigned responsibility for MIRA to the MCCCD Risk Manager, and asked that she develop and initiate a multi-year MIRA implementation plan.

Dr. Glasper established the following goals for MIRA

  1. Increased overall effectiveness and accountability
  2. Sound business process; greater assurance of business continuity.
  3. Clean demonstrated compliance with the applicable laws and regulations.
  4. Enhanced employee empowerment and pride.
  5. Reinforcement of the strong cultural identity.
  6. Enhanced competitive advantage.

We stand to be among an elite group of higher education institutions in our efforts to break down the limitations of the "silo approach" to managing risks by integrating traditional risk management and ERM. By embedding risk assessment and risk management into our daily operations, we will minimize surprises, maximize our opportunities, and be more responsive to the ever changing needs of the students and communities we serve.
