Capital Projects Planning Development and Sustainability

Capital Projects Planning Development and Sustainability (CPPDS)—a part of the Business Services division—serves as a Maricopa Community Colleges’ district-wide resource for capital planning, development, and facilities maintenance in support of our education and training mission.

We are problem solvers, employing creative approaches to managing functional, operational, or interactive issues related to the physical environment. We work with our colleges to develop intuitive, well-designed, and cost-effective solutions.

Our department strives to be a highly respected, recognized leader in facilities capital development among peer and public institutions. Our work includes leadership in managing, assisting, or supporting colleges with:

  • Developing and evaluating facilities with special attention to stakeholders and programmatic needs
  • Campus master planning and capital programs
  • Facilities design and construction process management
  • Selection and management of architects, engineers, consultants, and contractors
  • Construction permits and other community regulatory processes related to our facilities and sites
  • Property purchases and other issues related to facilities growth or expansion
  • Liaison to local and state government agencies and public utilities related to facilities
  • Project costs, funding, and overall budgets Facilities infrastructure and systems maintenance
  • District’s energy and water conservation programs
  • Energy management and life safety systems
  • Optimum utilization, operation, and efficiency of central plants and utilities systems

Our Facilities Project Managers provide expert, highly specialized planning, design, assistance, and project management for:

  • Energy management systems
  • Utilities infrastructure
  • Mechanical, electrical, and life safety systems
  • Central plant operation
  • Facilities maintenance
  • Project management support for small and medium projects

Our Staff

Department Leadership


Department Leadership provides strategic direction and oversight for capital planning, project development, and sustainability initiatives across the district. Leadership works closely with college and district leadership to set priorities, align projects with district goals, and ensure consistent, transparent delivery of capital projects. This group also represents the department in districtwide planning efforts and external coordination.

Capital Project Management Team


The Project Management Team oversees the planning, design, and delivery of capital improvement projects from early planning through construction and closeout. Project Managers coordinate with consultants, contractors, and campus stakeholders to manage scope, schedules, budgets, and quality. Their work ensures projects are delivered safely, efficiently, and in alignment with district standards and campus needs.

Sustainability Team


The Sustainability Team supports districtwide sustainability initiatives focused on energy efficiency, resource conservation, and long-term operational resilience. This includes energy and water conservation programs, energy management systems, and coordination of sustainability efforts related to facilities and infrastructure. The team works with colleges, operations staff, and project teams to integrate sustainable practices into both new construction and existing facilities.

Contract Administration Team


The Contract Administration Team supports the successful delivery of capital projects by managing procurement, contracts, and financial coordination. This team oversees contract development and processing, purchase orders, budget tracking, invoicing, and compliance with district procurement and financial requirements. Their work ensures projects are properly authorized, funded, and administered throughout the project lifecycle.
